It is in the last years that the planning discipline has fully recognized immigration issues as decisive for their role both in the urban studies and in the policy design. Nowadays, in Italy and Europe, the shifting social composition of the cities asks the planner for new cognitive instruments and new strategies for the interventions on urban systems. The present report resumes the results of the workshop “Immigration and new inhabitants in the gateway cities” which took place inside the IX Biennial of Towns and Town Planners of Europe, held in Genoa in September 2011. Nuovi abitanti e diritto alla città: riposizionamenti teorici e responsabilità operative della disciplina urbanistica

Rassegna delle politiche urbane in Italia nei confronti della questione dei nuovi abitanti. La sintesi della rassegna risulta la seguente: Politiche e piani risultano tuttavia ancora piuttosto deboli e frammentari nell’affrontare il tema della presenza degli stranieri. Sono questi aspetti fortemente interconnessi, e complementari: il riconoscimento della cittadinanza garantisce il diritto a forme di rappresentanza, e partecipazione, in relazione ai processi di trasformazione della città; al tempo stesso le politiche e i piani incidono, e molto, sulla formazione della cittadinanza. Il capitolo analizza esperienze e risposte possibili a garanzia di un rinnovato diritto alla città.
